I have a pop-up, which I bought from a person. He said he has never had a plate, and it was not necessary.

When I was in my house trailer said (2008), it was not necessary as long as they do not take the trailer from Tennessee! I Got Mine anyway:)
If we focus our campers pop bought told us that do not need during a camp in Tennessee license plates. However, we live in the southeastern corner of what we do in the area of North Carolina and some of GA, so he bought a plate.
